The document is not outdated and has been confirmed (trhough the international judges ML ) as the official DCI policy about swiss pairing system (i made some researh after posting on the solomoxen forum)
However, it's a "must" only for PTQ tournaments. For other not-premier-event tournaments it's only a guide line you can follow or not.
If you would like to use swiss pairings, you're recommended to use that table.

Anyway, in NO WAY 7-1-1 would guarantee top8 in a 9-turns-512-players tournament.
That wouldn't be true even if the threshold for 10 rounds was 512 (as per the 2 power progression).
When you're close to thresholds for new added rounds, top8 is always guaranteed only with *all wins and a draw*.
7-1-1 is guaranteed top8 in a... 256 players tournament.
Even 8-1 (8 wins and a loss) is not guaranteed top8 in a 512 players tournament...
In a 9-rounds-512-players tournament, you could have 1 player 9-0 and 9 players 8-1... So two players 8-1 out of top8.
7-1-1 wouldn't be even close to top8...

At this tournament all other fish deck doesn't play faerie conclave.
The player who made top8 with fish, during the 7 rounds of swiss, lost only versus me (danilo benvenuti keeper) 2-0 , and then during the top8 I defeated him again 2-0.
