Quite personally, I believe it's impossible to be a specialist on your deck without knowing how to identify and correctly react to other known deck types that you may meet. Which is to say, without a fair bit of generalist, you're not a true specialist.

I'd like to point out that Yawgmoth's will would not be nowhere near as good without the original Power 9, other free mana etc., while Ancestral Recall is fantastic on its own. This is why Yawgmoth's Will is not the most powerful spell ever; it relies on other cards to be useful at all.

While I agree that fetchlands are not too good with the rest of the deck, I think you should add Land Grants in their place instead of basic lands. They do what the fetchlands do, but with a much smaller drawback.

The Price of Progress maindecked can be great depending on your metagame, but if you find they rarely do anything, try Jackal Pups, Chain Lightnings, or even a few Pyrokinesis.

I play semi-budget sensei combo myself (Mox Sapphire, Ancestral Recall and Drains), but it's not optimal. However, you might want to consider:

...Something to Tinker for, like Memory Jar or Darksteel Colossus, both of which can win you the game.
...Duress. I really like it in my list, but I see you like to keep it blue. If you get more seas though, add Duress, Will and Tutors, they do great work even on a budget.
...Reducing the number of each of Helm and Top to three, which seems to be enough, at least in my list.
...Impulse. It seems better than AK with only one Intuition around, but I may be wrong on this, as I haven't tested.
...Removing Arcane Denial. You may need the draw, but for each potential win condition it gives you, it gives your opponent two potential Counterspells.

Also, against Gaea's blessing, Extract feels better than Stifle, at least if the Oath build is running two Blessings.
I'm not certain if Wastelands are that good in a deck that wants to win fast, but feel free to try them.
