Are foreign cards legal in Tournaments?  I have 4 Italian Chain Lightnings and I don't really want to spend a crap-load of money to get ones that are in english...

If one player has an Ivory Mask in play, and the other has Repercussion in play and Lighitning Bolts a creature, would the damage get through to the first player?
