What I have been saying is that Null Rod to some degree mitigates your ability to apply pressure because it takes up your entire turn to cast. It could well be that it's still the best card for the deck, but I don't think that point is irrelevant.

vial is way way too slow for vintage and so is standstill in a deck not devoted to breaking it.  

I don't agree, and more than anything I just think the logic is faulty. Aether Vial delays your creatures by 1 turn, but so does Null Rod (because you have to spend an entire turn playing it). Null Rod is clearly the best mana denial card, but mana denial is only great if it's backed up by pressure.

As for the part about Standstill - what? How is it too slow in a deck that is supposed to be creating pressure early but not too slow in a deck whose threats are Mishra's Factory and Jace?

I'm not saying that a Chalice version is definitely better, but it's at least debatable.

I prefer Chalice to Null Rod. Null Rod is stronger mana denial, Chalice gives you significantly more velocity in the early turns, both by being free and by allowing you to play Vial. That path also leads you to Standstill, which is one of the stronger cards available to the deck.
Also, Waterfront Bouncer is a Merfolk, so he could be added pretty painlessly if you decide that's an effect you want.

I think Aether Vial is worth trying out. It would mean cutting the Stony Silences for Chalices, but it might be worth it. Vial makes your mana-denial plan better and protects you from Sphere effects and Chalice at 2.

Possible sick plays: Opponent pops standstill, respond with E.tutor for half of key/vault. Draw it in your three. EOT Snapcaster to replay e.Tutor with your 1WU open, draw step you get your other half and win. Of course Jace fateseal ruins your day.

This doesn't work. If your opponent plays a spell that triggers Standstill and then you play a spell in response, this will trigger Standstill again. Your opponent will get to draw the 3 cards. Standstill triggers on every spell that is played, and it doesn't leave play until a trigger resolves. This is why you can't Stifle it.

I've played something similar to that monoblue merfolk deck a few times in Ann Arbor, and it is really strong. I'm not sure if the guy who top 8'd with it realized it or just decided he wasn't good enough, but Waterfront Bouncer is a merfolk, and I think he's really solid (the abilty to return Adepts after blocking is awesome). I've never tried Reejerey and it seems bad to me, but Wake Thrasher is interesting. I can't imagine that 0 Daze is correct; it has been one of my best cards. I think the deck has a lot of potential at the very least.

I disagree with a few other things, but I'll only note the biggest: Exalted Angel had a minor impact on Vintage? It may not see play now, but it wasn't that long ago that Keeper/4cc was one of the top decks.
