You are perfectly right. This could be a great addition:
1.   It can tutor the dwarves needed.
2.   It would improve the top deck mode in the late game.
3.   It can make new a combo with the Goblin Charbelcher.

The drawback of that is a higher mana cost. It can be solved by adding some new lands (Mountains or Dwarven Ruins).

I would test :
-2 Dwarven Lieutenant (Now I can tutor them)
-2 Dwarven Soldier
+ 4 Dwarven Recruiter

-4 Incinerate
+2 Goblin Charbelcher
+2 Montain

What do you think of it?

Does anyone have other suggestions? Or some budget dwarf lists to compare with?

Dwarfs have three main characteristics:
-   They are greedy.
-   Everybody scorn them.
-   They are so cool if you know them.
Here is the challenge: building a dwarf tribe deck as efficient as possible for less than $25!!

Legacy Dwarf Tribe Deck for less than $25
//24 Dwarfs
4 Dwarven Bloodboiler

4 Dwarven Lieutenant
4 Dwarven Miner
4 Dwarven Soldier
4 Dwarven Berserker

4 Spark Mage

//16 Spells
4 Fling
4 Incinerate

4 Bonesplitter
4 Fists of the Anvil

//20 Lands
20 Mountain

Strategy:
At the beginning of the game, play this deck is a standard aggro with small critters, boosting effects and some direct damages. As soon as your opponent enters the burning zone, boost one of your creatures as much as you then fling it in the face of your opponent.
This gives you a nice casual deck with a sweet aggro/combo flavor.

Card by card analysis:
Dwarven Bloodboiler / Lieutenant: nice boosting effect.
Dwarven Miner: One of the best dwarfs in my opinion (in fact the only dwarf that came in some competitive decks). Often attract the creature removal.
Dwarven Soldier: a 2/1 vanilla to add some beef.
Dwarven Berserker: his ability has a good synergy with the fling if your opponent has some blockers (attack with it, get blocked, boost it with your other boost effects, let it assign his damages and fling it).
Spark Mage: The 1cc guys for an early beat.

Fling: The core of the “combo” part. This spell can also be used with a destroyed dwarf for creature removal or extra damages.
Increate:  clears the way at the beginning, gives instant speed extra damages at the end. Bonesplitter / Fists of the Anvil: boost to compensate the low strength of your dwarfs.

Other cards I considered:
Umezawa's Jitte, Lightening bolt: simply too expensive for the $25!!
Blood Lust: most of the time it is just a sub-optimal Fists of the Anvil. I prefer Incinerate beacause all my other spells are creature dependant.
Bloodfire Dwarf : His effect can be nice. Unfortunately a lot of your creatures are affected by it.
Dwarven Armorer: I first selected it for its 2 points of toughness and his boosting effect. But its 0 points of strength is not good for an early beats if you do not have a Bonesplitter.
Dwarven Scorcher : I prefer the effect of the Spark Mage to be used as a pseudo creature removal.

If you also have some time to waste on funny little dwarfs, please give me your suggestions Smile
