The main problem with the card right now is that its casting cost is too low for what you are doing.
I looked at the revised text of it and immediately thought of Isochron Scepter. The synergy with that is just too good. Deal damage to my opponent, and stasis his lands for a turn? Ridiculous. Cost should be upped to or  .
