1) Even if you reprint once with no negative financial impact, further reprinting may cause financial harm, so you're creating this sort of long term liability around the printing of these cards.
This is one thing I've wondered about: how far does this extend? Let's say they simply eliminate the Reserved List and related policy tomorrow, but without reprinting anything. Then, in 10 years (2026) they reprint the P9 in a Vintage Masters type set. Do all the same problems exist 10 years after the policy is formally eliminated? What about 20 years? It would likely be that simply announcing the removal of the policy, even with no immediate associated reprints, prices would drop. Exactly how much is anyone's guess, but it's clear that there are separate impacts from the presence of the policy and actual reprints.

a neat interation with this card is to stack it's first ability, sacrifice the card, then cast any spell with 0 mana - includes cards like ancestral vision, hypergenesis and living end.
not sure if it's vintage relevant, but it's a non-intuitive interation I thought I'd throw out.
I don't think that works. If it did, Powder Keg would be useless. In both cases, Last Known Information is used to refer to how many counters were last known.

Unfortunately, you have to take all our evaluations of the Surge cards plus JE,RD as a whole to understand where we were coming from specific to JERD. We had previously analyzed how to achieve Surge on your opponent's turn for Overwhelming Denial, so we didn't rehash it all for JERD, even though there is a considerable functional difference between 1 spell and 2. We had previously established that getting the first spell is partially reliable via typical, non-counter instants such as Brainstorm, Ancestral, Mystical, Gush, etc. The fact that these instants are not a high percentage of current decks is why Steve concluded that you would be able to draw between about 2 out of every 3 of your opponent's turns. My opinion is that 1/3 is reliable, but that's with current decklists and not one built to maximize JERD. Both of our predictions are based on bolstering your non-counter instants with counterspells, which is why we so quickly shifted to talking about how important it is that your opponent plays spells.
I think that, with a dedicated deck, JERD could be pushed to draw on your opponent's turn about 50% of the time. That's why the deck construction exercise is one that I'm especially looking forward to.

What's the best possible card this set could have for Vintage? Mana Drain? Certainly, Force of Will helps, too, if true.

Seems to be entirely dependent on one's stack. Does your stack still facilitate a combo kill with Survival? I assume most powerful stacks do.
Also, specific to Rochester, it has a lot to do with the card's timing in the draft. Early on, you can build around it. Later, it's not necessarily good for a median deck.
I love to draft T4 in booster and Rochester, and I love how different cards thrive in one format or the other. Build-around cards have their variance amplified in Rochester.

X being in a mana cost is not strictly a sign of too powerful, but most implementations (damage, power, life, cards) are banned in my stack. Epic Experiment seemed to toe the line, when I put it in, but now that I've played it a few times - it's functionally more powerful than drawing.

You can check the Type 4 mesage thread on here. We usually list all the cards to get or not in the recent sets.
Wagner, Appreciate it, but I've already done that. Those threads would have you believe that everyone's stack has simply grown by 100 cards over the past few years.  I'm wondering what the full snapshot is for someone that has been maintaining a list all along, with adds and cuts.

What are the 4x Chancellor of the Annex trying to disrupt? Wouldn't most opponents just play a mox and pay the one for it??
I can't say exactly how often, but I know from playing against Dredge that I've confidently kept a number of Land/Cage, Land/Mox/Priest and Land/Mox/RiP hands that would be significantly disrupted by this.
