The value of this card has been diminishing recently, possibly due to the abundance of control seen in today's metagame. The force should probably be phased out in favor cards to gain tempo advantage - not control. Consider this:
"There are no bad threats, only bad answers" - Force of Will is one of these bad answers. Had I played a quick threat, there would be no need to use the force. Furthermore, Force of Will is clear card disadvantage, making it even more useless in control vs. control games. Consider a first turn ancestral recall. This nets the caster a total card gain of two. A common response to this is to play force of will, losing a total of, yes, TWO cards. The removed card is a blue card - blue cards are usually really good, and you often don't want to remove them. Force of will ends up doing nothing, except you lose a life - bringing me to my next point.
Force of Will causes life loss. That one point puts you that much closer to lethal tog damage, an effective time walk for your tog opponent, seeing as how he would make up that point in one turn's draw.
Finally, perhaps one of the biggest reasons not to play force is the casting cost. I've already discussed many of the disadvantages of the alternate cost, however, even if this cost is used, the normal cost still gets in the way. If your opponent is able to mana drain your force, the massive tempo boost gained from the five mana is big enough to swing the game in his favor.
The only reason I see for using the force of will is against combo. Perhaps is could be moved to the sideboard to be boarded in against these decks.
