Sleepless Citadel

{T}: Untap target permanent.

My initial idea was to cost this at {3}, however:

Galvanic Key, Voltaic Key:
artifacts
low casting cost
only targets artifacts
activation cost

Ice Age Talismans (Hematite, Nacre, etc.):
artifacts
low casting cost
targets anything
activation cost + trigger
reusable

Aphetto Alchemist:
creature (read: vulnerable)
low casting cost
targets only creatures and artifacts
no activation cost, no trigger

This:
artifact
no activation cost
targets anything
reusable (conditionally)

It seems that this card has all of the strong points of the above listed cards, except for low casting cost. With a low casting cost, I think this is just out-and-out better than any of the above listed cards. To balance it, I had to give it a higher casting cost. I would not be above increasing the casting cost further, if this is found to be too strong.

I know that the Talismans are underpowered, but they have noteworthy traits. If their activation cost were {1}, I'd go so far as to say they'd be strong cards. This has no activation cost and you can almost guarantee your opponent will be playing some spells. It would be clearly overpowered if had a casting cost of {2} (Even in Type 2, it could hit the table on the first turn. I'm sure that Affinity would love Seat of the Synod, Chrome Mox, Sleepless Citadel, untap Chrome Mox, Frogmite) borderline overpowered at {3} (Mishra's Workshop, Sleepless Citadel, untap Mishra's Workshop, Trinisphere), and strong, but not too strong at {4}.

Mebby tack on a nonmana activation cost like:

"Remove the top 3 cards of your library from the game, {T}:  Untap target permanent"

also, change the name.  I keep thinking of Sleepless in Citadel

I think the ability is fine, but the name makes it sound like the citadel itself doesn't sleep.

That's exactly the sort of feeling I wanted to convey. It's a fortress in which not only are the inhabitants always watchful, but also the citadel itself never sleeps.
