Nice card. Seeing as how Thirst is essentially Draw 3 toss 1 at 3, and this alternates between 4, and double blue it looks fine cc wise.

Holy lord in heaven that flavor text sucks. :< The card is cool though, but I have a question: should it be worded as-is, or should it say "If you have no cards in hand, ~this~ costs 2 less to play"? I guess what I'm asking is, are costs locked in before the card leaves the hand, or after?

I believe that the spell is declared and then all costs are paid. According to Avatar of Will: If an opponent has no cards in hand, Avatar of Will costs  less to play. With this evidence, the card should probably be worded: If you have no cards in your hand, CARD costs less to play. changes made |

Avatar of will is opponents hand so it can be in your hand and the condition can be met, this is different. I was under the impression you had to pay the costs before you moved the spell onto the stack, and thus out of your hand.
It does work off future sight for sure.

The cost reduction won't work, since you'll always have 1 card in hand (Quick Thinking). Or am I mistaken?

I am pretty sure that you play the card before you pay for it, but I may be wrong. If there is someone who knows the rules better than me that can back up either arguement, it would be greatly apreciated.
