Type 4 has that hilarity element built in thanks to the inherent nature of the format. However, the restrictions on playing one spell a turn can sometimes lock out or stall the game, and in the spirit of innovation and humor, I present two cards currently that have the fun, Unglued aspect to them while remaining very potent.

Really Good Looking Tutor (with a pic of me, obv)
Instant
As an additional cost to play ~, compliment an opponent.
Look through your library for a card, reveal it and put it in your hand. Shuffle your library afterwards.
~ does not count towards the limit of spells that can be cast in a turn.

Basically, this is your best counterspell or that last-ditch creature-kill. The format needed a single-shot tutor that didn't count towards spell limits. It also helps me set up nefarious combos!

Barning Wish
Instant
Name any two different Instant or Sorcery cards. Target player who is worse than you chooses one of them. Put a copy of that spell on the stack. You choose all targets. X=0.

This is Wrath-a-Balance. I like the ability to make sorceries, but it may be too powerful if someone can discover two really gamebreaking ones (Cabal Conditioning comes quickly to mind). It may undergo some more revisions, but I really like Wish effects and Ring of Ma-Ruf is crap.

Comments, suggestions?

If anyone is interested, I'd be happy to make mock-ups of these and send them out in trade for T4 stuff. PM me!
