It seems a little underpowered for the cost and considering it is a multicolored card.  For 4 mana there is Zombify or Breath of Life but they can only bring a creature to play.  If you make it to cost 6 mana it should be pure black.

This name makes me think of "exhume". It should also probably just say "target permanent".

Does that work, Matt? It's not a permanent except when it's in play. Elsewhere, it's a card of a specific type. I'm sure people would understand what was meant, but is it appropriate templating to call something a 'permanent card?' Also, I think this should be black/white instead of black/green. Although green traditionally regrows things to hands, it is opposed to artifacts and enchantments. Black traditionally reanimates creatures, so that is good, while white has far more affinity with artifacts and enchantments than green does. Green does have stronger affinity with lands, though. Perhaps it would be appropriate to cost this at {1}{W}{B}{G}. The three colours would amply take care of the fact that it has the same converted mana cost as Zombify, while having a much better effect.

If you were to make it those three colors the card would never be played and would be horrible.  What kind of deck would thhe card go into?  Black and white would be fine but to have all three is a bit to much IMO.

I'll have to check on the wording, but I think it works.

If it weren't for enchantments, this could be mono-black, because black only has trouble killing artifacts. It does enjoy having them around ([card]Nim Lasher[/card], [card]Irradiate[/card]) and does not mind digging them up ([card]Scrounge[/card]).

It should be able to come down to 3GB safely. Also, that wording is correct as permanants dont exist in a graveyard and I am fairly sure there's no such thing as a "permanant card".

I can see this perhaps being overcosted. Maybe 3GB is more appropriate. As for white/black, that colour combination is reserved for this card:

Which is somewhat of a mirror to Disentomb.

A card that is not in play is not a permanent:

214 - Permanents

214.1 - A permanent is a card or token in play. Permanents stay in play unless moved to another zone by an effect or rule. There are four types of permanents: artifacts, creatures, enchantments, and lands. Instant and sorcery cards can't come into play. [CompRules 2003/07/01]

214.3 - A card or token becomes a permanent when it comes into play and it stops being a permanent when it leaves play. Permanents come into play untapped. The term "permanent" is used to refer to a card or token while it's in play. The term "card" isn't used to refer to a card that's in play as a permanent. It's only used to refer to a card that's not in play and not on the stack, such as a creature card in a player's hand. For more information, see Rule 217, "Zones." [CompRules 2003/10/01]

214.4 - Every permanent has a controller and is either tapped or untapped. By default, a permanent's controller is the player who put it into play. [CompRules 2003/07/01]
