The card in question is this...
Lose Hope B Instant Target creature gets -1/-1 until end of turn. Scry 2 (Look at the top two cards of your library. Put any number of them on the bottom of your library and the rest on top in any order.)
...I think that this card is extremely playable.
The good: This card has the capability to kill off small, important / utility creatures, such as Goblin Welder (killing this may even be a key reason to play it), Gorilla Shaman and other such creatures.
This card has the capability of killing small, agressive creatures, such as any number of various goblins, or Cloud of Faeries / Spiketail Hatchling / Faerie Conclave / Grim Lavamancer, a very early Quirion Dryad, River Boa, and (the extremely seldom) Ball Lightning.
The card is an instant. Can't go wrong there. (Can be Cunning Wished for, as well.)
The card has the "Scry" ability, which has proven to be useful, especially with some other form of card-drawing mechanism.

The bad: Its killing power is somewhat limited. This card cannot kill Goblin Piledriver (or other bigger Goblins), Metalworker, or Mishra's Factory among others unless used in multiples, and you can't always count on finding more than one of them.
It is black, and people seem to have a bias against any black creature removal.
"Scry" is not as useful as raw card draw.

In any case, I think that this is an extremely playable card, and I've been testing it for a day or so with positive results.
A thought to leave you with: is this better than Contagion?
