Hey all this is my first post here.  Throwing this topic and my decklist up here for ideas on where to take it so that I may hopefully be able to have a good showing at a proxy5 tourny or something of the sort.  
   I currently am unable to afford p9 with its recent skyrocket in prices, but I did manage to pick up a pair of itl drains at 80 apiece, not to bad currently I think.  I origionally made this deck EBA but feel 4C Control is the stronger build even with what I have access to card wise.  
   I am gonna try Zherbus's idea of gush in board since I play in a very low power area that doesn't have big prizes, but is more or less casual.  This is due to the fact that there are quite a fair amount of wastelands going around to warrent its inclusion.  going to try 3 stifles board to help with all the wastelands going around.
   In the store I play tournies at there is a scattering of known T1 decks and a multitude of rogue decks.  This is another reason for my slightly different build to compensate for this.  the 4th exalted vs 3 is a prime example of the heavy creature hate where I play.  The store doesn't currently allow any proxies to be used currently but I am trying to get one going so as to properly test my deck in a tournament style of play.

First off, I would suggest that you quickly read through dr. sylvan's FAQ at the top of this forum, as it is most likely this is going to end up locked/closed within the next day due to violating a number of the rules. More coherent sentences are a must, particularly your last line about "capsize being topdecked." Clearer writing will allow us, as a community, to meet your questions and needs about this deck more thoroughly.

Second, there are many extensive and high quality posts regarding 4cControl in the Type 1 forum; I urge you to read them and thus be better acquainted with this deck.

Suggestions to this list:
If you see a good amount of non-basics, its a must to run 4x wasteland; try to lose the islands and the plains for the remaining tundras and seas, if you can find them. I would look to move the FOF and a plow (unless u play in a creature heavy meta) to the SB. Try to run a gorilla shamen or 2.

Further suggestions would require more information on your behalf as to what decks you see, quality of players, proxies, etc. in the tournaments you will be attending.

Mox diamond and lotus petal aren't needed in this deck, Those cards are only really used in a combo style decks, this of course is 4cC, if you are looking for more mana sources, your better off dropping them for some lands, since you don't have access to power and no proxies are allowed.

3 swords and 3 fire/ice are a little over the top, you definately need to move a fire/ice to the sideboard, and like MadManiac21 said, gorilla shaman would probably be your best bet in the main.  See if you have another cunning wish for the mainboard as well. Other then that, for a budget deck, It looks pretty decent

I myself play 4cc, and you need to fix up a few things.  One thing is you need more viable wish targets in the board, by this I mean you need more tools you can use to pull favor to yourself in the game.

3 REB is solid, I would never change, side 2 in and leave one for a wish in the control mirror.
3 BEBs, should be change to maybe one, you'll never really wish for it unless your facing the bloodmoon.
Gush is great sb, it lets you get 2 white out of 1 tundra.
1 Disenchant is great for dealing with random.enchantments, and getting a 2mana artifact destroyer.
1 Vamp is also great, some times you need something on the top of the library, Vamp will do that for ya.
Stifles should be takin out for 1 fire/ice (eats welders) 2 Rack and ruins are great, side one in vs. Artifact.dec and have one wishable.  
FTKs are great vs. Madness, your first match is a harsh one and next is great with FTKs in.
Damping Matrix is also good vs artifact.dec, shuts down welders and other artifacts.
(fill up remainder of slots with other good instants)

Without power and more drain mana coming through, and with your meta being very scrubby from what I'm told, it seems to me that playing 3 Skeletal Scrying is rather dangerous and could prove to be rather wild. The life loss will not be that great of a problem if you can get an Angel online and beating, but the cards to remove and mana cost seems that it will be. I don't know that you will be able to consistantly devote enough mana to the Scrying's, to the cards that will fuel the Scrying's and to leave mana open for counter/response mana.

Is there a reason why you want to run a weak 4c Control with cards that would allow you to make a good U/G Madness?  I think this is one of those fundamental mistakes that people make when the get into the format.  Playing a half assed 4c Control for a few months will not give the success or experience you would get playing a nearly complete U/G Madness.  Granted it is basically a moded Extended deck, but it is good that way, and likely more competitive than this deck.

This is not to say that you have to EVERY power card to run a deck, but you need at least Ancestral Recall and some Moxen.  The power of the deck does not come from counterspells, but geometrically abusing fast mana and power.  Without the fast mana the deck cannot really compete with the good aggro decks or combo.
