Ok so from my tittle you understand the basic question. I still want to define the situation a little better.

You will see 20 odd people.
At least 5 of them will be randon kids with elf decks or stuff that "wins" at home.
10 will be people who read this web site religiously and who know all the tech for all the match ups. 5 of them have some power, the other 5 can barely afford the entry fee.
2 will have massive head scars and say things like "White beats Blue, Blue beats Red, Red beats Green... So my Blue White beats everything" or "I play only 3 Bonesplitters so I can fit one War Hammer".
The last 3  will think that they are the next best thing to our Lord and try to break magic with a deck that came to them in the night. (I have been know to be this weirdo from time to time)

That is the field a third of them run near %50 power. I feel good because I run %70 power. I have tried the best tuned control decks but find that the random people sneak by me.  I've tried combo but find ALOT of dragon hate in everyones side board. I've been playing Hulk as of late and find that some of the random people give me a hard time.

So there it is, what would you play to get through the local tourney scene?

A deck with Workshops or Togs in it will generally beat most decks.  Each beat crap and good decks.  If there is no Combo Workshop decks would own but if there is a little then I'd go with Togs.

well, I think to properly answer the question we'd have to know what cards you have available.  
Do you have power? Workshops, Bazaar's, Drains?
Also what kind of decks do you like to play?  

If you like Combo it's tough to go wrong right now.  The current breed of optimized type one combo decks all offer a great deal of speed and power which allows them beat up on the unprepared meta.  

If you like control or aggro control Tog decks offer great flexibility through the use of cunning wish so GAT or Hulk would be a good choice.  

Workshop decks generally have good matchups against a lot of things because they frequently render the opponenet's deck inconsequential so that game plan could be good as well.
