Rainmaker's Wrath   {U} Sorcery Tap all forests and mountains. They don't untap during their controllers' next untap step. *** Yes, this is a powerful colour hoser. My argument for this is thus: If Wrath of Marit Lage, an enchantment, can be uncommon, then this is certainly possible as a rare. Also, "Rainmaker" is cool, so I might be able to pull a couple more ideas out of my brain for stuff that guy could do. |

Rainmaker's Wrath

Enchantment
When Rainmaker's Wrath comes into play, if Rainmaker's Wrath is in play, remove all forests and mountains from the game.
When Rainmaker's Wrath leaves play, return to play all cards removed from the game with Rainmaker's Wrath.

Compare this to Seedtime, which saw very little play.
Strict color hosers are so narrow that they're exclusively SB cards, which means they have to be strong against some opposing strategy, rather than merely against some opposing color. Otherwise, they will be worthless.

How about making it a land specific Sunder instead?

I know this won't happen in a tournament, but if my opponent has Chaos Orb in his hand while I'm controlling his turn from a Mindslaver, who flips the card if I force him to play it and activate it?

Okay, so maybe I was a little too tired when I designed this card. You want something full of power (and combo possibilities)? Rainmaker's Wrath  {U} Enchantment When Rainmaker's Wrath comes into play, remove all forests and mountains from the game. When Rainmaker's Wrath leaves play, return to play all cards removed from the game with Rainmaker's Wrath. *** It can do a ton of harm to red and green, if it hits the table. On the other hand, it can be used as a combo enabler by removing tapped lands and returning them to play untapped. Of course, it costs five mana, so that might be an irrelevant interaction. |

This would be stronger if it removed a forest and a mountain for like 1U.
Edit: but then it would be more like an uncommon. The full effect is fine if you want to make it a rare.

Updated. I like the splashier idea, even if it doesn't have the same broken potential as Jacob's suggestion. The Timmy in me demands satisfaction. Besides, looking over the set, blue has nothing with a converted mana cost greater than four. A few higher cost spells/larger ability spells won't hurt anything.

God, that's crazy with the Nightmare trick. (bounce it in response to the trigger, and the removal is permanent).
It needs to be:
When Rainmaker's Wrath comes into play, if Rainmaker's Wrath is still in play, remove all forests and mountains from the game.
It's also a very very mean thing to do to red, which can't handle enchantments. Maybe this should be a creature?
Oh, a better wording:
Rainmaker's Wrath
Enchantment
When Rainmaker's Wrath comes into play, tap all forests and mountains and put rain counters on them. Those lands don't untap during their controllers' untap steps as long as Rainmaker's Wrath is in play.
