Nice draw engine there. Cool red dragon. I expect great art on these.

According to mtgnews, there are 2 types of arcane cards, those with "Arcane", and those with "Splice onto Arcane." Arcane itself is just a subtype. But:

Splice onto Arcane [cost] (As you play an Arcane spell, you may reveal this card from your hand and pay its splice cost. If you do, add this card's effects to that spell.)

These two will work together so we probably won't get anything that works outside of the environment.

The ability is quite amazing, but the CIPT hurts.

I think Cranial Extraction has tremendous potential. Resolving it against a Combo deck will end the game. Even against non-combo decks, it will be devastating. I would be amazed if that card failed to see constructed play.

I would think that Cranial Extraction is going to see play. It's quite good against any kind of control and can cripple combo, although its too slow to combat combo.

Cranial Extraction seems like it is uber-extract, which was seeing moderate play during the era of Rector Trix/Tendrils. I could see removing welders, mana drains, WGDs, tendrils, angels, togs, etc.

Seems like it might be an interesting card to replace Mind Twist with in 4CC.

It will just force diversity of win conditions.  Or require that one have a counterspell.  

The more cards they print like this, the more screwy control matches are becoming.  Cards like these give you inevitability or take it away in a similar way that Mind Twist and Yawgmoth's Will can.
