I was trying to make combos, and it struck me that there are very few positive effects that happen when you draw cards. So...
Eurekovore 2UU Creature - Beast 1/1 Whenever you draw a card, put a +1/+1 counter on Eurekovore. Eurekovore can't attack or block unless your hand is empty. Fed by knowledge. Enraged by ignorance.
I have no idea whether this is too cheap...
Current Wording:
Explorers' Muse 2GG Creature - Spirit 1/1 Whenever you draw a card, you may put a discovery counter on Explorers' Muse. As long as your hand is empty, Explorers' Muse has power and toughness each equal to the number of discovery counters on it. Only the unknown can awaken her.

Dryads cost 2 less but this and Brainstorm/Sylvan Library/various other effects could get big very quickly. This card is very hard to judge but it is very hard to imagine a Blue deck without significant drawing so the question is simply if the empty hand safeguard is strong enough/too strong. I don't like how the abilities work against each other

I don't like how the abilities work against each other That's the best part about this card. By creating tension with the card's ability, you force the player to make a lot of hard decisions. This card's presence on the table both encourages and discourages its controller from drawing cards, with a correct balance to be struck. In that sense, it may be very skill-testing, since that balance may not be easy to find.

Did you know that Red is the color or art and music and passion? Combine that with Green, the color of nature, spiritualism, and community and you get a hippie commune of drum circles, dreamcatchers, and recreational drug use. Let's see that win a Pro Tour.

Abilities working against each other can be more interesting than abilities working with each other. I like this a lot.
I do think this should be green and not blue, though.

Basically, I think it encourages the player to play with lots of cheap card-drawing effects; especially spellbombs. You can play them to get them out of your hand, then attack, and then 'pop' them for more cards to play next turn. Illuminated Wings would be very useful too.
I'm still not sure about the cost. It would need playtesting.

This definitely has synergy with Spellbombs, Barbed Sextant, etc.
However, I really do think that this should be green. Here's why: 1. Green is absolutely the color of creatures getting +1/+1 counters. 2. Green is second only to blue in library manipulation/card-drawing/related abilities. 3. Green is the color of huge creatures, and creatures connected to hand-size in various ways.
As a blue creature, this is vaguely connected to blue's card-drawing. However, as a green creature, it just makes so much more sense.

You think so? I can't find a convincing name/flavour for this creature in green. Blue is the colour that prides itself on learning; green just doesn't care much about it.

I thought the name was already green--Eureka is a green card, after all.

Inded, blue is about learning. But this card doesn't learn: it doesn't draw cards. It simply gets bigger when someone ELSE is learning. For the reasons our resident former time-traveller mentioned: green is the dilly.

The name is flavorful enough that I won't complain about its awkwardness.
The flavor text might be better as "She is awakened by tedium, but thrives on (insert synonym for exploration here)"

Muse of Discovery sounds better, but also sounds blue to me. Maybe "Explorers' Muse"?
As for the flavour text, yes, I wanted to get something in that vein... I couldn't think of one.

I got another idea for how to make this work. It was rather abusable with Fling and Teferi's Puzzle Box before; with this version you can only use it "honestly". And the flavour text makes more sense now, as well.
