I'm not sure how to word this but I think a land like this could be useful and balanced in type 1. I also have no name for it.

Toxic Waste Dump
Legendary Land

Toxic Waste Dump comes into play tapped
when toxic waste dump comes into play lose 4 life

Tap: Sacrifice Toxic Waste Dump destory target permanent

Tap: Add 1 Colorless mana to your mana pool

edited with corrections.

Rarely has Flatulence been turned to advantage, as with a Frenchman referred to as "Le Petomane," who became affluent as an effluent performer who played tunes with the gas from his rectum on the Moulin Rouge stage.

Did you mean the second ability to require a tap or is this just plain old pay 4 life, destroy a permanent?

I think this is too strong in any format.

Unless, I'm missing what you are trying to do with it.

I'm trying to add a card to control's arsenal. The loss of life is fairly significant and it comes in tapped.
The idea is that you pay four life for a tapped land that you can activate the next turn. I know the wording is wrong.

The thing is, this is targeted, colorless removal for any color to remove any thing.

Sure, it's a little slow.  It might not be terribly bad in type 1, but it would be come pretty ridiculous in type 2.

Legendary Land

Lose four life when ''this 'comes into play.
"This" comes into play tapped.

Sacrifice this - Destroy target permanent.

t: add one colorless mana to your mana pool

edited for some clarity.

I think what you ment to do (and correct me if i'm wrong)

Toxic Waste Dump
Legendary Land

Toxic Waste Dump comes into play tapped
when toxic waste dump comes into play lose 4 life

Tap: Sacrifice Toxic Waste Dump destory target permanent

Tap: Add 1 Colorless mana to your mana pool

The only difference is the "Tap: Sacrifice" instead of just "sacrifice" therefor making the comes into play tapped a little more important (which I thought you ment)  Maybe not though interesting card, very powerful (also with the legandary status if you do have to tap to destroy you can "negate" it with putting your own card into play (with the new legends rule) )

I thought of some nice flavor text:

This place has been destroying our people for too long, now its time for our enemies to feel the pain

Actually what you really want is "Tap, sacrifice" with the sacrifice before the colon.  Otherwise its sacd as part of the ability allowing multiple activations if you could somehow untap it.  Unless you want it to have that capability but this is already too good.  I would suggest losing the life cost and instead "if this would come into play, sacrifice a land or put this into your graveyard" which is harsher and to me would fit the flavor.

This card is relaly ugly. Too many random drawbacks tacked on to a digustingly powerful effect.

Also, I'd always assumed a Waste Dump would be an enchant land.

Yeah sorry about the name I just chose a random name with no flavor meaning so I wouldn't have to use ~this~ instead.  Toxic Waste Dump OF DOOM!!!
