I think that it's never been suggested because for the most part, cantripping is reserved for effects that either aren't strong enough on their own or those that need a boost in the current block. There's no reason why it shouldn't exist - only that there hasn't really been any driving reason for it. I wouldn't forcibly object to a cost of  {G}, but I think it's costed correctly at  {G}. In general, cantripping adds to the mana cost of the closest alternative when the effect is widely playable and when it's a specialized effect. (compare: [card]Zap[/card], [card]Aura Blast[/card]). I'd classify prevention of combat damage as a widely playable effect. |

Zap is pretty bad, though, and Fog is actually overcosted at G.
The only card you can reasonably compare this with is Moment's Peace, which is the only Fog variant to ever see tournament play. This is a little worse at 1G, but I think still good enough to see some actual play.

Have you noticed there hasn't been any instant fog variations in recent expert level sets ? They really ruin limited. This card is easily as good as Moment's Peace, and that made everyone I know want to throw their cards in the air in disgust when it was played against them in a draft or sealed.

Moment's Peace had flashback, though, which guaranteed that the second card you "drew" off it was also a fog effect (which, since you're casting it in the first place, is something you want to see). This just gives you a random card, which is good but not as good.
It's a strong tempo card, but it won't stop most bombs or removal.

I still don't think that this should be green. "Fog" is now a white card.
Also, to counter Upinthe's assessment of the state of instant fog effects, Champions of Kamigawa (which admittedly hadn't been released when he made his point) has [card]Ethereal Haze[/card].

Let's see what the last several fog effects have been.
Invasion brought us Holy Day...but it also brought us Tangle.
A year later, Odyssey had Moment's Peace.
Then Onslaught had Leery Fogbeast.
Mirrodin had no fog effects.
And now Champions has Ethereal Haze.
I'd say the fog mechanic is pretty damn well split between the two colors, with a bias towards green.
