This might be a dumb question but I've loocked around both here and on wizards and havn't been able to make this out.

Could someone please explain in detail if the following scenario is possible and in that case how it works

* My board consist of a Mox and a Goblin Welder with an artifact in the    
   graveyard.
* My opponent has a Ground Seal in play.
* I cast Chain of Vapor on the ground seal and my opponent sacrifices a land to bounce my welder.

As I understand it, the ground Seal i bounced before my opponent has the choice of copying the chain. If that is the case can I in response to his copy use my welder?

Yes you can. Your opponent has the option of copying the CoV when it resolves. At that point, the Ground Seal is no longer in play.

Just to clarify..at what point(s) do I get priority to activate the Welder?

When my CoV resolvs, When opponent makes a copy, When copy goes on the stack or when it resolves?

No one ever gets priority during resolution of another spell.

You'll get priority again after CoV has finished resolving and the copy your opponent made is on the stack.
