Your Muscle Sliver comes into play.

Simulatneously, two continous effects are altering it's power and toughness.  One giving +1/+1, and another giving -1/-1.  The essentially cancel each other out.  By the time state-based effects are checked, your Sliver is a 1/1 and remains in play.

Regarding your Sliver Queen question, unless you've got that Muscle Sliver in play or something similar, your Sliver Queen's tokens are worthless.

They will come into play as a 0/0 and be immediately put into the graveyard when state-based effects are checked.

State-based effects are check every time a player would get priority, so the tokens are put into the graveyard before you can do anything with them.
