With this, the caster can easily play with a handful of effects that allow him to untap the Jinxed Tarot, meaning he'll never get stuck with it, while everybody else will. At any rate, discarding one's hand is harsh enough. In most cases, it's probably worse than the penalty associated with controlling Jinxed Tarot.
