Enchantment
Divide your library into a number of piles equal to the number of Stacks cards in play.
Whenever a spell or effect affects your library, its controller chooses which pile it effects.
Whenever you would draw a card, you may first look at the top card of one pile, and then draw the card from a pile of your choice.


The wording is a bit messy, although I think it works.  There are a few tricks that can be played with this.  You could use a Mirage tutor to stack one pile, and then draw from the other if you don't need that card right away (also not that Mirage tutors are less effective because you might choose a pile that the card is not in).  Brainstorm, Impulse, and similar effects can take cards from one pile and move them to another.  And, of course, the obvious function of giving some control to the deck's draws.  Kind of like an Opt every time you draw, except the first card you look at ends up back on top of the deck if you chose not to draw it.

Huh...I don't know, Stolen. This card seems kind of boring.

At the very least, it's poorly worded. The way it is written now, the first copy of the enchantment doesn't do anything. Furthermore, when you get to divide the library, how is it divided? Do you take two random piles of arbitrary size? Equal size? Or do you get to see what goes into each library? If you get to select which cards go into which pile, do you have to shuffle each pile before proceeding?

I think there's a lot of baggage that comes with this idea that results in it being very difficult to execute and generally not worth the trouble of doing so.
