Situation: I have Recycle in play, and my Storm count is greater than the size of my library.  I cast Mind's Desire for my entire deck, and reveal a Tendrils of Agony, which is lethal for my opponent.

Can I resolve the Tendrils without decking myself?

Recycle: {4GG} |Enchantment| Skip your draw step. / Whenever you play a card, draw a card. / Your maximum hand size is two.

Were I to rule on this, I would say yes.  Since I control both the Tendrils and the Recycle, I can choose the order of the two triggers placed on the stack when I play Tendrils; place the Recycle draw trigger first, then the Tendrils Storm trigger on top of it; Storm trigger resolves, creating all the copies, and resolving individually until one of them kills my opponent.

Sure, providing just the Storm from Tendrils will be sufficient to kill your opponent without the original Tendrils, everything you infer is correct.

I thought "card" being refered to meant an actual physical card (see 200.1 below) whereas storm creates copies of a "spell" and puts them on the stack.

502.30. Storm

502.30a Storm is a triggered ability that functions while the spell is on the stack. “Storm means “When you play this spell, put a copy of it onto the stack for each other spell that was played before it this turn. If the spell has any targets, you may choose new targets for any number of the copies.

200.1. When a rule or text on a card refers to a “card, it means a Magic card with a Magic card front and the Magic card back. Tokens aren’t considered cards—even a card that represents a token isn’t considered a card for rules purposes

200.5. A spell is a card or copy of a spell that’s on the stack. (See rule 213, “Spells.)

the oracle text on Recycle from 10/4/2004 specifically says "card" not "spell", so would the storm copies actually trigger Recycle since they don't appear to be "cards"?

No, the copies don't trigger Recycle.  What I didn't know was whether or not the timing worked out so that I could stack Recycle trigger/Tendrils trigger the way I wanted.

Both trigger at the same time, so you control the order in which they are stacked. If you had been slavered, your opponent could make you lose by stacking them the other way around.
