This is not the old card i posted earlier today, this is a new one suggested in that thread.

Exhaustive Effort
1UU
Instant
You may skip your next turn instead of paying Exhaustive Effort's mana cost.
Counter target spell.

OR

Another possible version:

Exhaustive Effort
U
Instant
Counter target spell.
Skip your next turn.
You may choose to untap an island you control.

The second is more restrictive, but it helps more in its certain situation.  Which do you think is a better card idea, if either?

The first version should be 2UU, in order to keep it line with other gimmicky  counters.

The second version would have to have the skip as an additional cost, and remover the "untap an island" ability.

Well, the first version is out, because any color deck can use it.

I know this won't happen in a tournament, but if my opponent has Chaos Orb in his hand while I'm controlling his turn from a Mindslaver, who flips the card if I force him to play it and activate it?

Throw in a "If you control an untapped island" clause to the first one.

I don't think the Island should have to be untapped, just "If you control an Island." I like the first one better.

Exhaustive Effort
{1}{U}{U}
Instant

If you control an island, you may skip your next turn instead of paying Exhaustive Effort's mana cost.

Counter target spell.

I heartily endorse the above-described service and/or product.

Did you know that Red is the color or art and music and passion? Combine that with Green, the color of nature, spiritualism, and community and you get a hippie commune of drum circles, dreamcatchers, and recreational drug use. Let's see that win a Pro Tour.
