eon hub says that all players skip their upkeep steps, is the draw phase considered a part of the upkeep step and then would you in face skip your draw?

it's not even called draw phase anymore, but draw step as well Wink

The beginning of the turn phase in magic consists of 3 steps nowadays.

1. Untap Step
2. Upkeep Step
3. Draw Step

By skipping your upkeep step through Eon Hub, you would go from completing your Untap Step to your Draw Step rightaway. I hope this clears things up.

thanks that answeres all questions wasnt sure if draw step was included as a part of the upkeep, I had been told that you can float mana through your upkeep to use during your draw step because it is all the same phase, does this work as well ?

Yes.  If you add mana to your pool in your upkeep you can use it in your Draw Step.

This is because they are both part of the Beginning Phase of your turn.  You can float mana through steps in a phase, just not to the next phase.

When you do this, can you float it until a point AFTER you have drawn your card during the draw step?  Basically I am asking if there's a place after I draw my card but before my main phase where players can play instants.

Yes.  As soon as you enter the Draw Step, you draw a card.  All players will then get priority.
