just perusing through a friend's binder today, and I found a neat card that I thought may have potential as a lock - Rule of Law.

2w - enchantment - Each player can't play more than one spell each turn.

now, given I started playing around the scourge release, so I'm no expert, but I just figured this card may have some potential, perhaps as an alternate lock in a control deck.  (note - I'm attempting to build a WUG control for Vintage play, but that won't be posted anytime soon)

Unless white is your primary color you're better off playing [card]Arcane Laboratory[/card], which is functionally equivalent while also being blue, and therefore better (i.e. pitches to FoW). A few blue-based control decks have already been Arcane Lab to good effect against Storm combo decks recently.

You're right, though, a combination of Arcane Lab (or Rule of Law) and something like Counterspell imprinted on a Scepter or Ertai would be a pretty good (though not unbreakable) lock.
