The new shoals Force of Will in BofK made me think of this. The basic idea is a counterspell that works only on the first turn, and cannot be overly abused by combo. Just how good can a Force of Will style effect be without being broken?

This card is absolutely ridiculous.  Beyond being extra FOWs, you have actually taken out the card disadvantage that makes them fair!  This card, IMO, could probably singlehandedly destroy prison.  There needs to be some extra cost that results in definite card disadvantage if not hardcasted.

This has signficant card disadvantage (along with tempo disadvantage) when used at any time that you have land on the table. That said, I don't like it. We don't need more lookalikes of powerful cards. There is no "fixed" FoW -- just variations on counterspells that may be played for free.

Did you know that Red is the color or art and music and passion? Combine that with Green, the color of nature, spiritualism, and community and you get a hippie commune of drum circles, dreamcatchers, and recreational drug use. Let's see that win a Pro Tour.

Despite the disadvantage while on the play, it's way overpowered on the draw.  People mull into FOW on the draw against Shops and sometimes against combo.  This gives you another option, meaning you will rarely have to mull for it, for stopping whatever they play, like, say Trinisphere.  Also, if you mull for, it, you are starting with one more card because of the pitch for FOW.  It is almost a Time Walk there.  On the play, it is still mostly exceptional, because, let's face it, nobody wants to pitch blue cards.  Pitching one land after you've used it is way better.  The only way I can see this card as worse than FOW is in a aggro-control that taps out on it's mainphase even mid-game.

I'd just ditch this card.  Worst case, it makes control too good, giving it 4 FOWs and 4 of this, and one of them has to be restricted.
Even if this doesn't happen, the flip side is that it would probably compete with and lose to MisD and Shoals for 2-4 extra FOWs.

This card is awful for a control deck, but a red deck with tons of cheap creatures would love to run 4 of these. Just sandbag a land and you're good to go.

At least make it so that it is slightly Blue. The original would rarely make it into a Blue deck. Note that the above isn't that strong going second    and so I cut the CC accordingly.
