OK probably an easy ruling for you guys, say an opponent plays underworld dreams on the board, it doesn't target according to oracle text, says : whenever an opponent draws a card he takes 1 damage

So, I use Memnarch to steal the enchantment becoming the controller of it.
Now, since it doesn't target anyone specifically on a come into play ability, will it do the damage to my opponent now since I am the controller of the effect and the original owner of the Underworld dreams is now the opponent?

You control an Underworld Dreams.  It says "Whenever an opponent draws a card, Underworld Dreams deals 1 damage to him or her. "  That's all there is to it.
