Destroy target creature with power greater than the number of lands its controller controls. It can't be regenerated.
The recent lot of white cards with effect relating to lands, and limiting lands, made me think of this. It's not limiting your opponent's ability to play lands, but instead punishing them if the power level of their creatures is breaking the 'limit' set by their lands in play. (I'm trying for a somewhat lawmaking, somewhat [card]Reprisal[/card] feel here.) A number of situations and effects can make this card worthwhile, like firebreathing, red or black power pumps, green creature pumps, equipment, Modular, and even just creatures that have abnormally high power ([card]Yukora the Prisoner[/card], [card]Iwamori of the Open Fist[/card]).
While direct removal is obviously a poweful effect, I thought this was sufficiently conditional to be pretty cheap. I can easily see it at 2W, though, so let me know if it seems undercosted.
Also, I'm terrible at names and flavor text.

"What do peasants care for honor? Their only concerns are the planting and the harvest. Demand too much rice in tribute and they'll rise against you."
