Restrict.... has a kind of an unglued feel to it... black? or blue? or white?
Three cards in the three different colors, because I dont know how this ability fits into the color pie... is it mean and weakening? is it cunning and game altering? is it setting down the law?

Three different versions:

Restrict
U
Instant
Search an opponents library for all copies of target spell and remove them from the game.
"Flavour text?"

Black List (Remember haunting echoes?)
2BB
Enchantment
Whenever an opponent plays a spell, search that players library for all copies of that spell and remove them from the game.
"No text yet"

Law of Restriction
4WW
Enchantment
Whenever a player plays a spell, search that players library, hand and graveyard for all copies of that spell and remove them from the game.
"Help... my english is not good enough for flavour text"

Which colour should this be? and how would you tweak it?

Mayhaps this:
U - Restrict
Instant
When Restrict is cast target opponent chooses one - Counter target spell, or; search your opponents hand, library, and graveyard for all copies of target spell and remove them from the game.

This is just a different twist on the restrict idea.

Don't these basically do nothing? You get rid of the additional copies of the card, but so what?

Well... yes, thats basically what a restriction does, forces a player to only play one copy of a spell. That was the idea. Its not supposed to do much else. Junk rares Smile The blue one could cantrip I suppose... or they could all look through hand and graveyard also.

What did you want? Counter and remove all copies? Then its not restrict.... its "ban".

I give a big "No" to both of the "Whenever a player plays a spell, search" Enchantments. This implies lots of searches and shufflings, which is very bad for tournament play.

Well... you are right, I thought about that, but the enchantment cards are actually good late game cards, and I think they are the most practical use of this mechanic.

How about I tweak it to: Whenever a player plays a spell, for the remainder of the game, no other player may play a spell with the same name? (This effect does not end if this is gone...)

It has some memory issues, but not much more than butcher or meddling mage for example, since the cards played will serve as a reminder, or simply writing them down if its too hard to remember, and since the effect is permanent they dont have to keep track of spells being playable or unplayable, they all simply become unplayable after the first time. Now this makes the effect much more powerful because instead of thinning the library, it will give you dead cards.

So... what do you think would be better?

Memory issues? A lot of shuffling and searching?

Wizards has recently demonstrated that this may be okay for junk rares. Three of the five epic spells involve a search and a shuffle every turn. Two of those even involve searching and shuffling the opponent's library. Granted, every turn is probably considerably less frequent than whenever one's opponent plays a spell, but then we'd just be quibbling over degrees of "a lot."

Did you know that Red is the color or art and music and passion? Combine that with Green, the color of nature, spiritualism, and community and you get a hippie commune of drum circles, dreamcatchers, and recreational drug use. Let's see that win a Pro Tour.

I like this idea, but up the cost a little.

I don't have any fast mana because Chalice for 0 takes them out.  It's really obvious to the elite magic community that you should try to play around Chalice.  Anyone who doesn't is dumb.  Moxes are really overrated anyway.  I have lands that are alot better.  And come on, LOTUS KILLS ITSELF.  How am I supposed to win the permanent race against Stax when LOTUS KILLS ITSELF???

1) The cards you have posted work for permanents only, these are different.
2) I want to avoid countering any spells, its easy to turn this or anything into a different card.
