Thought-Pass Filter  Artifact If a spell or ability would cause a player to draw more than one card, that player draws one card instead. *** The name here is a play off the electrical engineering terms "Low-Pass Filter", "High-Pass Filter" and "Band-Pass Filter." The ability seems to be pretty self-explanatory. It basically disables every playable card-draw spell, forcing the game to proceed at a more stately pace. Hopefully, this card would effectively slow down games without the simple workarounds that Workshop decks had to Trinisphere, another card that was probably designed to slow down the game. One thing I'd like to know from the control players in particular, though: is the game already slow enough without adding a card like this?

I like it. I wonder if you could get away with a casting cost of 2? It reminds me of Aysen Magistrate, the first white card in the Master List. And I'm sure I've seen the idea elsewhere.

It could be a white card, since it's definitely a rules-maker. The ability feels kind of neutral, though. White rules-making always seems to be pushing some kind of agenda, which this doesn't seem to do, in my opinion. What do other people have to say?
