It's hard to say – one could argue that Earthquake is better because it doesn't hit fliers, or worse for the same reason, but I think it's different more than anything else. Perhaps XRR?

 Your card is the same in a metagame without creatures with Horsemanship and weaker for those decks that run Horsemanship cards. This is possibly the best card in Portal that nobody talks about (except me). |

More or less? Starstorm is much better than Savage Twister. About the only reason for Twister over Starstorm is the XRG instead of XRR. Otherwise, instant and cycling obsoleted Twister rather well.
