As an additional cost to play Mind Steal, pay X life. Look at the top X cards of target player's library, then put them back at any order.

I think this effect is a bit too powerful, possible to deny a lot of draws. On the other hand the whole stuff can be countered by a fetchland, so I cost it a bit aggresively, at 3BB.
