In the spirit of Seafaring Rats, I thought I'd offer a simple card that could be printed at common and mostly for limited use.

Jellyfish Scout

Creature -- Jellyfish Soldier
2/2
When Jellyfish Scout comes into play, tap target creature.
First come the tentacles, then comes the mouth.

I obviously need some help with the flavor.  Maybe making it a Wizard?

I was surprised to find that there's no vanilla creature that has this CIP ability.  The only comparisions I can think of are with Man'o'War (3cc, 2/2, CIP Unsummon, first pick), Ogre Savant (5cc, 2 color, 3/2, CIP Unsummon, high pick), the Vedalken Dismisser (6cc, 2/2, CIP Time ebb, first pick), and Kitsune Dawnblade (5cc, 2/3, CIP tap target creature, Bushido 1, low pick).  I think it's safe to say that Man'O'War is above the curve these days, so I thought I'd go with a simpler kind of semi-removal.  Should it be stronger?  Like tap a creature and it doesn't untap during next untap?  I would like to see a card that's just "CIP tap a creature" though.  Maybe a 1/1 flier for 1U?

I don't really like the idea of making something strictly worse than Man-o'-War, even if that's a very good card.
A 1/1 flyer for {1} {U} is probably the better solution.

I don't think it's strictly worse, because you can at least cast this into an empty field.  Man'o'War has to bounce himself.  Still, I'm thinking that maybe the 1U flier might be better.

This card is really good. It needs to be clocked and added. Everybody's been looking for good limited cards recently and this is great.
