This creature is obviously a tribute to two oldschool blue creatures: Phantasmal Forces and Illusionary Forces. Instead of demanding an upkeep cost, this creature demands a payment in order to attack. Of course, a deck could be constructed to take advantage of that drawback. I'm particularly fond of the name, since it is both appropriate to the nature of the creature and it sound kind of dangerous.

I took the templating from the Oracle wording for Exalted Dragon. I'm trying to find other cards with attack payment requirements to make a more informed judgement.

I'm not really able to find any. I'm not sure, then, exactly how to template this card. Propaganda used to have a wording similar to Exalted Dragon's, but now it and Ghostly Prison have the same Oracle text (the same as Ghostly Prison's printed text.) Exalted Dragon's Oracle text still corresponds to the "old way" of templating this effect. Since this card more resembles Exalted Dragon than it does Ghostly Prison, I'm going to leave it as-is for the moment.

Something else just occured to me. It appears as though this creature's drawback bears close resemblance to the drawback of Goblin Prankster, also under development in the card creation forum. Should I change the drawback of mine or do they feel sufficiently different that they should be okay?

I like this card and funnily enough I like the fact that two enemy colours can have the same 'ability/drawback' and make use of it in such different ways.

P.S. I think the ability is usually a drawback and so a 4/2 for 4 mana is not overcosted, seeing as for 3UU you could get a 4/4 with no drawbacks (or a Morphling if you prefer). A 4/1 fits Blue's history better though.
