Reading the Two Headed Giant FAQ, found here: http://www.wizards.com/default.asp?x=dci/doccenter/home , it states that Vintage THG is a possible format.

This could have interesting effects on decks. For example, one head plays control while the other head races for a combo win. Both heads could overwhelm with beatdown of some sort. Both heads could race for combos. The permutaions are fascinating. Decks could be tuned to new levels of single-mindedness when they don't have to worry about defense.

The first idea that sprang to mind was one head running Dragon without disruption while the other head plays mono blue without a win condition. But, because the decks are treated as being the same deck, there's no downside to building this way.

I know that I will attempt to organize quite a few VTHG tournaments to see how Vintage evolves in its new format.

It is my experience that team formats like this don't jive well with constructed format rules in which combo decks are possible -- and you have just described exactly why. It would be less of a problem in Two-Headed Giant than it would be in Emperor, but the notion is the same. In Emperor, the Emperor plays an infinite combo deck while both Lieutenants play control. It's even worse under the new, official Emperor rules in which Emperors have a spell range of 2, but Lieutenants have a spell range of just 1. Similarly, a Two-Headed Giant game in which one player from each team is trying to combo out while the other player provides coverage seems considerably less exciting than a typical Vintage combo deck, where a correct balance of disruption and combo elements can be difficult to achieve.

It would be hard as both decks want to use restricted cards.

One combo deck and 1 pitch counter.dec?

The format would not work unless it had some different rules.  Say both decks can only use one set of restricted cards.  Like 5 moxen between the 2 decks.  Could work, but combo would still be rampant.
