White has been lacking really good cost effective bombs lately.

Also, that seems like a red ability. See War elemental, and blood hound.

I think the ability is ok.  The red version is for damage dealt to your opponent.  As for First Strike/Vigilance, I'm not really sure why it has those abilities other than they are white abilities.  Personally, I'd say make it a 3/3 Serra at 6 CMC (maybe 4WW) with the cost reduction.  Granted, the original card wasn't an Angel, but large white creatures that fly usually are, and I think Flying is easier to justify than a 4/3 First Strike Vigilant with a cost reduction.  White's large creatures aren't usually so aggressive either.  It's plenty bomb-like as a 3/3 Flying Vigiliant for 4WW with cost reduction.

Bottom line: I like the cost reduction, but I'm not sold on the rest.  That and i like angels and flavorwise, large white creatures are just cooler as angels.
