My opponent has a Smokestack (with one counter) and Tangle Wire (with one counter) in play. Can I choose to resolve the Tangle wire trigger first, tapping a permanent and then resolve the smokestack trigger, sacking the tapped permanent?

I would think that I control the trigger resolution because it is my turn, but i have been told this may not be true.

Each player puts their own triggers on the stack, in the order they choose. That means your opponent can stack them so that Wire resolves second.
