Ravnica Block Question - set sizes

Looking here (Guildpact) and here (Dissension), Guildpact has 15 more cards in the set than Dissension. I thought all 2nd/3rd sets had 165 cards in them.

Peculiar, eh? Any thoughts?

Maybe they bumped it up due to the # of gold cards in it.  They made the set size announcement at a time when gold cards were not really being utilized that much and each color received a certain # of cards.  They could have wanted to make 15 gold cards without taking 3 spots away from each color as the set is already smaller as it is.  Here's hoping the extra 15 cards arent craptacular.
