Well, it's been two weeks since Leviat Registered my Domain at www.NewJerseyMTG.com

The goal of my website was to organize extra smaller tournies to compliment those of other bigger companies and help boost attendence to different FNM stores across Enjay. The site I originally had up was pretty bad (I used dreamweaver without experience and know nothing of HTML).

I am looking for someone to help create a new website that looks REALLY GOOD and can perform a variety of different functions. I am willing to compensate whoever helps me out either via MTG cards, Cash, or some other form of payment.

I'm not going to get really complicated by like intervewing different people and stuff but like whoever messeges me first and seems compitant will get it.

I know a mess load of web designers that'll put together a solid template for you in you forward me the requirements that you have.  I will then get you in contact with the appropriate people, if desired.

They do not, however, come cheap.

Professional web designers unless doing you a favor will cost $$$. As a software engineer and I personally wouldn't touch a site for less than 2 moxes or $500. Witht that said, you should also consider website maintenance as part of your costs. If you become proficient with web site tools/languages and own all the rights to a static site (probably straight HTML) then you can edit the site yourself. If you want to just be able log into an admin area via a web browser and just update some text boxes sort of like typing on the forum then a common way to go is: php generating html and interfacing with mysql. That becomes a heck of a lot more complicated and you should be ready to pay up front. However, this does not insulate you from maintenance costs totally, just from not having to pay for simple updates like tournaments coming up. My suggestion is to either learn HTML yourself  (It is not hard.) or find someone willing to do you a favor (1 mox or an ancestral for the site) if they have any skills.
