Whenever a player plays a spell with converted mana cost equal to the number of counters on Jailer of Thoughts, Jailer of Thoughts deals 2 damage to that player.

Yes,Tarmogoyf is probably better than Chameleon Colossus, but comparing it to Tarmogoyf is like comparing your girlfriend to Carmen Electra - one's versatile and reliable, the other's just big and cheap.(And you'd run both if you could get away with)

You are playing Goblins, most of your stuff costs 1, surely you just choose 2 and randomly hit Threshold and other decks with several 2cc spells with multiple shocks for 1 mana. Disciple of the Vault should have taught us that 1cc creatures shouldn't have the ability to do lots of damage as a bonus in addition to their natural 1/1 beats.
I could see this as a 0/1 or at 1R though.

good point, I changed it.
either a one drop to hose 0 casting cards, or you play it later in the game to annnoy opponents.
more balanced like this?

Looks fine like that. Seeing as Red has a similar ability in Enchantment form, I can't see a colour pie problem either. The name doesn't float my boat though....

Not as a Goblin. The flavor text and suggested names don't match a Goblin. I imagine a Goblin counting really really loud and it hurts the ears of spellcaster casting spells in the area.
