If you control a Mountain, a Forest, and a Plains, you may remove three cards in your hand from the game rather than pay Primeval Devourer's mana cost.
You may play Primeval Devourer whenever you could play an instant.
When Primeval Devourer comes into play, you may destroy all artifacts and enchantments. If you do, Primeval Devourer deals 1 damage to you for each permanent destroyed this way.

Explanation:
This creature is designed flavor-wise and mechanically to combine some of the classic strengths of white, green, and red into one card. It's Purify on a 4-mana 4/5 beatstick because white, green, and red are the best at destroying artifacts and enchantments and are also the best at cost-efficient creatures. Instant speed and the alternate cost are there to play around counterspells, to simply get it out faster, or to provide a surprise blocker.

I think it should be worded as an alternate casting cost:

If you control a Mountain, a Forest, and a Plains, you may remove three cards in your hand from the game instead of paying ~this~'s mana cost.

You're trying to do way too many things with this creature.  A 4 mana 4/5 is already fairly ridiculous, and I'm not certain why this is a 3 color card (there are so few of them), and especially not RGW.  Red really doesn't have any overlap with GW in those abilities, especially not being able to play creatures at instant speed, destroy enchantments, or Beasts.  Only Green gets Beasts, and White hardly gets instant speed artifact removal now.

Actually, beasts are shared by multiple colors, but Green gets the most.  Aquamoeba, Tephraderm, Spiritmonger are some older off-color beasts, and in Ravnica there are Coalhauler Swine, Drekavac, Helium Squirter, and Dromad Purebred, showing that Everyone gets beasts, but green gets the most.

Root Greevil, indrik Stomphowler, and Trygon Predator say otherwise. Beasts are a catch-all creature type, really. If it's ugly, it's a beast.

Yes, they can do it, but that doesn't necessarily mean they're the best flavor fit.  I was thinking about the Coldsnap Unicorn, Absolver Thrull, Kami of Ancient Law, Nikko-Onna, Viridian Zealot and those sorts of creatures.
