Currently i have 4 mana drains and want to put them to use in a NO POWER deck...and not oath.
I am also considering trading the drains for either bazaars or shops (+cash). I am also considering buy 1-2 pieces of power, what are my best options when it comes to deck building? I have all other vintage stapels and duels.

How many proxies are you able to use at your tournament?  If its none, then I'd sell the Drains and get an Ancestral to play Fish.  If you can use proxies, I'd keep the Drains and proxy up the power.

Moxlotus hits the nail on the head.

In a non-proxy environment Drains are useless if you donīt have the P8 or at least a decent part of them.

In a non-proxy environment cllect your power cards in (+/-) this order: Ancestral, Walk/Sapphire, Lotus, other moxes, Drains, LoA.
If you think combo is cool, follow up with Timetwister and the portal tutors.

In a proxy environment it is the other way around: buy drains and proxy the more expensive cards.

Oath is basically the only tier 1/1.5 deck that doesn't rely on lotus/recall/timewalk or workshops(but it does rely on moxen).  The only real purpose of getting drains before that other stuff is it is a cheap way to get under 10 proxy with alot of the decks in the format.  I am not sure if I would want to buy lotus before the other moxen, yes lotus is better, but unless you are playing gifts or some form of tendrils combo I am not sure it serves you more than two moxen would.  I would probably buy walk last out of p8, the only decks where walk is truly broken in are control decks with will(so basically just cs/gifts)

If you don't count uba stax or some of the rarely played expensive cards(Time Vault, Illusionary Mask, In the eye of chaos, Chains of mest, etc), 3 mox and the cards under $40 would get you under 10 proxy with every deck in the format as far as I know.

you do know bazzars and shops cost more then drains, so your not really gunna get (+cash) unless you mean your were giving drains  and cash for the other lands.
