I'm not sure that I understand where you're trying to go with this.  Is it just a sort of exercise in what a 0-mana library manipulation artifact would look like?  Darksteel-Pendant-is-to-Sensei's-Diving-Top-as.... ?  It doesn't seem like something that would see a lot of play, even in Limited, esp. given that you have to use it in your opponent's end step and again on upkeep in order to know what you're drawing.  It does have some application as an Urza's Bauble, but cycling for 1 is not really that amazing.  Am I missing something?

I like the colorless cantrips. As well, Wizards has printed basic cantripping ability in all colors in the last few years. I wanted to make a cantrip that you could play for free but use at any time. I thought that just having one ability that said draw a card for 1 would be just too boring, so I weakened the draw and added a synergistic ability. I think the card is good, but not too good.

Oh, it's definitely balanced.  I would see myself playing this in many of the sorts of Limited decks in which I currently play Mishra's Bauble.  It's a nice uncommon artifact to sort of spice up draft a little.

Removing the tap cost from the second ability would make it alot better....Dont think it would be TOO good, but it would be alot more usefull.
