I really don't think Drain decks are very good without a full set of Moxen because their objective is
usually to Drain something juicy, then go broken with the excessive mana boost. However, if you don't even have 5 Moxen, your acceleration base is much worse, and Tinker/DSC plan rarely even works out.
Chalice of the Void, a very powerful card it is, however it needs mana in order for it to really help you. That said, I suggest cutting Drains [for Moxen] and following the original Fish route instead of trying to combine two entirely different decks.
With 5 Moxen maindeck, you can really utilize CotV. If you'd like, you can try running Tinker in the deck with all these artifacts, but I still don't like the idea. (5 Moxen, 4 CotV, 2 Lotus/Petal, 2-3 Factories is a good amount). Often times when I drop Mage versus Gifts, CS, etc. I like to call Tinker because Fish is fairly more vulnerable to the Tinker-win than most decks, but this would be shutting you off as well.
I see you have quite a bit of Mana Denial in your list, which I like a lot. Since Now you cut Drains you should have a few additional slots open, Mana Leak would fit in fairly well because you can really take advantage of a weak mana base with such a card. Leak is also playable in the deck with so much colorless mana. But anyway, I have suggested several cards to add/remove, therefore it should not be too hard to construct your list from here.

After additional thought, I came to the conclusion you should just scrap the idea and just run Feinstein's UW Fish deck that he has been playing for quite some time now, found here:
