Hey, I used to be a Vintage player but I sold all my Power and stuff, quit Magic and of course a year later got back into it (playing Legacy). I got the chance to get a good deal on a Time Walk which inspired me to make a Vintage deck. I know there is some sort of U/W Fish deck running around especially with the printing of Jotun Grunt,so this is basically my take on it although it runs a completely different strategy.
Its a combination of Drain Control and Fish, and if I was running it it would be at an otherwise scbubby/random 10 proxy meta.

Mana:
4 Blue Fetch
4 Tundra
1 Lotus
1 Mox Pearl
1 Mox Sapphire
4 Wasteland
1 Stripmine
2-3 Island
1 Plains
2-3 Mishras Factory (probably coming out)

Creatures:
4 Meddling Mage
3 Jotun Grunt
4 Exalted Angel
3 Cloud of Faeries/Ninja of the Deep Hours (still deciding, also I was thinking of somethign with Javelineers and taking out Factories to fix the mana curve a little bit)
1 Darksteel Colossus

Control Spells:
4 FoW
4 Mana Drain
4 Stifle (personal preference but saves my ass so much)

Draw:
1 Ancestral Recall
1 Time Walk
4 Brainstorm

Other
1 Tinker
2 SoFI
2 Crucible of Worlds

The plan is either to be a Fish style aggro control deck with the cheap effieient creatures and/or to do something broken involving the little synergies in between.

Explanations:
Mana Base - Probably taking out Factories for an Island and then adding 2 Javelineers or Flying Men (Javelineers=Cloud, Flying Men=Ninjas also)
Creatues:
Mage - Self Explanatory
Colossus - Tinker
Exatled Angel - Off a drain is pretty sick
Faeries/Nijnas- Needed some kind of effiecient creature to carry equipment
Jotun Grunt - Owns in pretty much every matchup

Control -
FoW - 26 Blue to support
Mana Drain - Yep
Stifle - Personally this card has saved me in so many situations that I would never consider taking it out, at only U is it perfect to cast  before I get going or even to aid in mana denial.

SoFI, Crucible - Power out with drain, pretty self explanatory
Tinker - Colossus. Kinda random but Brainstorm him back into the library worst case.

Working on a sideboard because I'd have no idea what it would be facing.

Notable Omissions:
Null Rod - In the enviroment I'm playing in it wont matter too much(scrubby, no Stax or Welders probably). Also why its safe to use Lotus. Shuts down SoFI which can be a dick also.
Same for Kataki
The same goes for omitting Isamaru because he'd get raped by random scrubby aggro. 
StP - It'll find its way in eventually but as of right now its SB, although before taking it anywhere I'll definately get at least
2-3 maindeck
FoF - Honestly I forgot it existed as a Legacy player (weird since its unrestircted there) but having remembered it exists I'll find a place for it tomorrow

You really don't have very many tinker targets for that DSC. Might I suggest null rod or chalice of the void? If you look at just about any successful fish deck it has one if not both of these cards.

I really don't think Drain decks are very good without a full set of Moxen because their objective is usually to Drain something juicy, then go broken with the excessive mana boost. However, if you don't even have 5 Moxen, your acceleration base is much worse, and Tinker/DSC plan rarely even works out.

Chalice of the Void, a very powerful card it is, however it needs mana in order for it to really help you. That said, I suggest cutting Drains [for Moxen] and following the original Fish route instead of trying to combine two entirely different decks.

With 5 Moxen maindeck, you can really utilize CotV. If you'd like, you can try running Tinker in the deck with all these artifacts, but I still don't like the idea. (5 Moxen, 4 CotV, 2 Lotus/Petal, 2-3 Factories is a good amount). Often times when I drop Mage versus Gifts, CS, etc. I like to call Tinker because Fish is fairly more vulnerable to the Tinker-win than most decks, but this would be shutting you off as well.

I see you have quite a bit of Mana Denial in your list, which I like a lot. Since Now you cut Drains you should have a few additional slots open, Mana Leak would fit in fairly well because you can really take advantage of a weak mana base with such a card. Leak is also playable in the deck with so much colorless mana. But anyway, I have suggested several cards to add/remove, therefore it should not be too hard to construct your list from here.

EDIT:
After additional thought, I came to the conclusion you should just scrap the idea and just run Feinstein's UW Fish deck that he has been playing for quite some time now, found here: http://sales.starcitygames.com/deckdatabase/displaydeck.php?DeckID=18906. He has a Primer in the Open Forum discussing all of his most recent modifications, so I suggest checking that out also.

But, if you want to continue the Chalice of the Void build, I am sure there are several other threads on it in here, just use the search function found on the top of the page.
