I was thinking of good Skittles cards to make BrassMan make, then I got the idea for this gem.  It probably needs to hop up to 2UG since you get fallow earth for 2G as it is, so this is harder to cast but not more expensive.  It's also nigh breakable, but it seems like a good convergence of Fallow Earth and Temporal Spring.

I don't understand why its part blue? Plow under effects are green, while time ebb is blue...but this is a worse plow under effect..

This is like a mini-avalanche riders though. So definetly 3G og 2GG

I think this guy should be mono-green. The Fallow Earth effect is very green. Temporal Spring was blue because it let you hit other permanents as well, a la Time Ebb.

With the non-basic restriction, I can easily see this card at 1GG, {3} {G}, or {2} {G} {G}, and possibly a 2/1, 1/2, or 2/2.

Edit: No fair playing this guy turn 2 off a Birds.

How about choosing a non-legend creature? Otherwise he is a UG instant Wrath of Frog.

If its 2/2 + that effect for 3G then i think its better then avalanche riders...and that card is pretty good.

Yeah thats a little worse then avalanche riders, so that'd be okay...i think you could even push it to either 3/2 or 2/3 if it had echo.

This card is fine as-is without echo, since it only hits nonbasics.

I don't think non-basics is that much of a drawback. Most decks in Standard right now don't even play many basic lands. Most decks will have at least one non-basic land out at any time. This guy is quite brutal on bouncelands, as well. This guy is Avalanche Riders for all intents and purposes.

In this T2 yes.  It necessarily hits multicolored decks more than colored decks.  But yeah, power level is a concern.
