First of all, the wordings for each card:

Chalice of the Void
 
Artifact
Chalice of the Void comes into play with X charge counters on it.
Whenever a player plays a spell with converted mana cost equal to the number of charge counters on Chalice of the Void, counter that spell.

Sphere of Resistance
 
Artifact
Spells cost more to play.


If I have a Sphere of Resistance in and I want to drop a Chalice@0, is its mana cost going to be or ?

You choose X before you calculate the cost.

After you choose X = 0, you calculate the cost. 0 + 0 + 1 from the Sphere = 1.
