I think this would just bore the hell out of people in multiplayer. This card + Scepter = the table shuffles every turn and you draw cards. What is the ruling on Soldier of Fortune.dec anyway?

Looks basically fine to me, although it feels as much Red as it does blue. If it's a nuisance in MP then you can use the ruling that if you're asked to shuffle a randomised library (i.e. no effects have occured to effect its order), then you can just ignore it. All randomised states are statistically identical (assuming perfect shuffling), and so it's an acceptable shortcut.

Why not make it "Any number of players shuffle their library"? That way, if you simply want to cantrip it, then you don't have to annoy everyone by shuffling their library. Also, it would allow you to shuffle, which would up the power level of the card.

I really dont like the card. It adds a non necessary amount of shufflings in the game, which is quite bad for tournament play.

I like it. It means that I might be able to play Psychogenic Probe in a crazy Combo deck! :p
Also, you might want to add this to your first post, to show that it's evolved to what it is at the moment..
